Mexico-Canada bilateral cooperation in environmental matters was formalized in 1990 with the ratification of the Memorandum of Understanding (MOU) on Forestry Cooperation between the Mexican Ministry of Agriculture and Hydraulic Resources (SARH) and the Canadian Department of Forestry.

This MOU was renewed in 1996 by the MOU on Forestry Cooperation between the Mexican Ministry of Environment, Natural Resources and Fisheries (SEMARNAP) and Natural Resources Canada (Canadian Forestry Service).

Through the Program for Forestry Cooperation, successful projects have been created, such as the Model Forest Programs in Calakmul, Sierra Tarahumara and, of greatest renown, the Monarch butterfly program.
